Understanding the purpose, requirements and process of a Road Safety Audit.

Independent audits undertaken in accordance with DMRB GG 119 Road Safety Audit requirements.

What is a Road Safety Audit?

A Road Safety Audit (RSA) is an independent audit of the road safety implications of a highway or development scheme. The purpose of an RSA is to identify potential road safety concerns that may affect all road users, including drivers, pedestrians, cyclists and motorcyclists.

Road Safety Audits are commonly required for highway improvements, development schemes and new road infrastructure, helping clients achieve compliance and deliver safer outcomes for all road users.

Why Are Road Safety Audits Required?

Road Safety Audits play an important role in identifying potential road safety concerns before they become problems. By providing an independent assessment of a scheme, the audit process helps ensure that the needs of all road users are considered throughout the design, construction and operation of highway and development projects.

DMRB GG 119 Requirements

Road Safety Audits are undertaken in accordance with the Design Manual for Roads and Bridges (DMRB) document GG 119 – Road Safety Audit, which sets out the national requirements and procedures for carrying out audits on highway schemes. The guidance ensures a consistent and robust approach to identifying and addressing road safety issues.

Trunk Road Network

Road Safety Audits are mandatory for schemes on the Trunk Road and Motorway Network where physical changes to the highway may affect road user behaviour or influence the outcome of a collision. Audits help ensure that road safety considerations are independently reviewed throughout the development of a scheme.

 

Highway Authority Requirements

For roads outside the Trunk Road Network, the requirement for a Road Safety Audit is determined by the relevant Highway Authority. Many local authorities adopt GG 119 or have their own policies based on its principles. Requirements can vary depending on the nature and scale of the proposed works.

Section 278 and Section 38 Schemes

Road Safety Audits are commonly required for development-related highway works, including Section 278 agreements, where developers undertake improvements to the existing highway network, and Section 38 schemes, involving the construction of new roads intended for adoption by the Highway Authority. The audit process helps support compliance, improve safety outcomes and assist the approval process.

Our Audit Process

We aim to make the Road Safety Audit process straightforward, efficient and fully compliant with industry requirements. Our experienced auditors work closely with clients, designers and Highway Authorities to deliver independent audits that support safer project outcomes.
 

1. Initial Enquiry 

To obtain a quotation, simply provide us with:

  • A plan of the proposed works
  • A brief description of the scheme
  • The site location
  • The audit stage required (if known)

We will review the information and provide a quotation for the required Road Safety Audit.

2. Highway Authority Requirements

Before commissioning an audit, we recommend discussing the requirements with the relevant Highway Authority.

Depending on the scheme, the Authority may require:

  • Approval of the proposed Audit Team
  • Submission of auditor CVs
  • Approval of the Audit Brief
  • Compliance with specific local policies and procedures

For works on the Trunk Road Network, these requirements will generally be mandatory.

3. Audit Brief & Supporting Information

Prior to undertaking the audit, we will require:

  • The Audit Brief
  • Relevant design drawings
  • Site information
  • Supporting documentation, such as Transport Assessments or other relevant reports

The Audit Brief should clearly define the scope of the audit and identify any agreed departures from standards, design constraints or previous discussions with the Highway Authority that may influence the assessment.

Where required, we can provide a template Audit Brief for completion by the Designer.

4. Site Visit & Audit Assessment

Once all information has been received, our audit team will undertake the Road Safety Audit and any required site inspections.

For Stage 3 Road Safety Audits, representatives of the Highway Authority and local police force will be invited to attend the site visit in accordance with GG 119 requirements.

5. Audit Report

Following completion of the assessment, a Road Safety Audit Report will be issued identifying any potential road safety concerns together with recommendations for consideration by the design team.

The report is intended to assist in identifying and addressing road safety issues before or after implementation of the scheme, depending on the audit stage.

6. Designer Response

Following receipt of the audit report, the Designer should prepare a formal Audit Response.

For each item raised, the Designer may:

  • Accept the Problem and Recommendation
  • Accept the Problem but propose an alternative solution
  • Disagree with the Problem and Recommendation, providing appropriate justification

Where recommendations are not accepted, agreement must be sought with the relevant Highway Authority.

 

Maintaining Independence

Road Safety Audits are an independent process.

The Audit Team provides objective observations and recommendations based solely on road safety considerations. To maintain the integrity of the process, problems identified during an audit cannot be withdrawn unless it can be demonstrated that the design has been misinterpreted or the issue falls outside the agreed scope of the audit.
